There's one answer for both of this:
Cause God exist
in that system. At least I assume that's the case. (yeah, nothing about real world stuffs here.)
We're not talking about an idea here, but something that, ultimately, have someone on the other end of the line.
That makes it that it's not longer your own willy-nilly, but a case of handling things for someone who, in this case, is your "boss" in a sense of the word.
The free will here is that you choose to worship the entity, but still you work under the entity now.
That's why you ain't gonna get 100% your own wish regarding, and that's how reward/punishment work in all cases: It has to be decided by something
external, unless you make it up yourself as a PC, and that isn't the case here right?
So, yeah, you can force your PCs a little bit. That's a regular "trial by faith"... But just a little bit, unless you're into playing broken-faith scenarios or something. v=3=v
That that's also why people who follow ideologies don't get rewards: There's no entity on the other end to judge the PCs. You can create an entity of ideologies too, but essentially that'd be just another religion. That's up to you. v=3=v

Or your system don't have "real" gods, and those rewards/punishments are all caused by willpower effects. In that case the reward/punishments would be: 1) More literal as its now a "force of nature" without a mind of its own, or 2) Based on self-perceptions of which then be more freeform that you wanted, but also very hard to put a ceiling on how OP the Player makes it and how to actually enforce it; Also if that's the case the ideologies should also get the same system as well, as those tend to be even more internal than visible religions.
Annnnnyhow...
